Budget owner → AdminApprove, and OrgPay opens the member's payout method — PayPal, Venmo, or a Zelle QR code. Record the confirmation and it's marked paid for good.

No, and that's deliberate — no bank connection, no account to fund. OrgPay runs the part that actually goes wrong: the request, the review, the approval, and the record. When you approve, it opens the member's payout method so you send the money the way you already do, then you log the confirmation against the request.
PayPal, Venmo, and Zelle. Each organization chooses which of the three it accepts, and members save their handle once — so at approval time you're not digging through DMs for someone's Venmo. Zelle payouts show a scannable QR code.
